Michael Brennan: I welcome the Minister of State at the Department of the Environment, Heritage and Local Government, Deputy Noel Ahern, to the House to address the issue of Glenma housing scheme in Croom, County Limerick and thank him for his help and consideration in this regard over the past 12 months. This application has been ongoing for some time regarding an estate of 43 houses, some in council and...

Seanad: Water Services Bill 2003: Second Stage. (27 Jan 2004)

Michael Brennan: I join in welcoming Deputy Noel Ahern, Minister of State at the Department of the Environment, Heritage and Local Government. I congratulate the Minister on yesterday's announcement of record non-national roads grants. The finger cannot be pointed at the Department of the Environment, Heritage and Local Government for failing to keep its promises. In welcoming the Bill, it should be noted...

Seanad: Order of Business. (27 Jan 2004)

Michael Brennan: I request the Leader to invite the Minister for Arts, Sport and Tourism, Deputy O'Donoghue, to discuss the future venue of the 2004 national community games. At the annual conference of the Community Games in County Limerick at the weekend, tremendous uncertainty was evident in regard to a venue. A strong case has been made for the holding of these games at the University of Limerick.

Seanad: Mental Health Services: Statements. (21 Jan 2004)

Michael Brennan: I welcome the report, its findings and the many challenges it presents the Government. I compliment the Minister of State on the comprehensive report which also outlines past achievements. I have no doubt that, with the Minister of State's experience, his commitment to the health services and his service to the Mid-Western Health Board throughout the years, if any Minister will implement the...

Seanad: Address by Mr. Brian Crowley, MEP. (11 Dec 2003)

Michael Brennan: I welcome Mr. Crowley and congratulate him on his work in Europe for the Munster region. I thank him for making himself available to public representatives, schools and colleges in the Munster region. I congratulate him on his fine address to the House which detailed the achievements of Ireland during its 30-year membership of the European Union. The issue of the open skies policy is regarded...

Seanad: Order of Business. (10 Dec 2003)

Michael Brennan: Will the Leader pass on our good wishes to the recently appointed members of the Broadcasting Commission of Ireland? The Minister for Communications, Marine and Natural Resources said rules for the issuing of licences would be reviewed in 2004 and new guidelines would be introduced. The Minister should be invited into the House to hear the views of Senators on the issuing of licences.

Seanad: Report on Dublin and Monaghan Bombings: Motion. - Local Authority Funding: Motion. (10 Dec 2003)

Michael Brennan: I welcome the Minister of State, Deputy Noel Ahern, to the House and I congratulate him on his work in the housing offices of the Department of the Environment, Heritage and Local Government. The Government can stand proudly over its performance since it came to power in 1997. In 1998 the Local Government (Planning and Development) Act introduced reforms which transformed financing from...

Seanad: Report on Dublin and Monaghan Bombings: Motion. - Local Authority Funding: Motion. (10 Dec 2003)

Michael Brennan: The Senator should stick to the motion.

Seanad: Order of Business. (19 Nov 2003)

Michael Brennan: As regards the Minister of the Environment, Heritage and Local Government and the study of the non-national road network, Senators should welcome any such review. We all remember a time when non-national roads were in a bad state and I am sure the Opposition made noises then as well. They are now in a good state. We should ask the Minister, if he is coming to the House, about staffing levels...

Seanad: Report of Tourism Policy Review Group: Statements. (19 Nov 2003)

Michael Brennan: I welcome the Minister of State and also the report before us. It clearly identifies a co-ordinated approach by all stakeholders. It outlines an ambitious programme for the next ten years with the number of tourists expected to increase from 6 million to 10 million, resulting in an expenditure in investment of €6 million. That will bring many challenges. It has been mentioned by speakers...

Michael Brennan: Senator Mansergh is sharing one minute with me.

Seanad: Stem Cell Research: Statements. (19 Nov 2003)

Michael Brennan: I thank Senator Mansergh for sharing time. I attended the meeting of the committee which discussed the funding of EU embryo research. I agree with the views expressed by Senators Hanafin and Ó Murchú. If we are serious about protecting the Constitution, we have a duty and a unique opportunity on this occasion to make a clear statement at EU level. Views were expressed on this matter as long...

Seanad: Order of Business. (13 Nov 2003)

Michael Brennan: I support the call to invite the Tánaiste to the House to discuss embryonic stem cell research. I attended the sub-committee with Senator Leyden and I ask the Leader for clarification. Such research is banned in Europe until the end of December. It is important that the matter be discussed by the Oireachtas.

Seanad: Order of Business. (13 Nov 2003)

Michael Brennan: It has been discussed and a unanimous decision was reached by the sub-committee, but it is important that the views of Oireachtas Members are taken into consideration. When the matter is discussed in Europe we should not alone defend the ethics articles of the Constitution, but also see that our voice is heard in Europe to influence decisions taken there.

Seanad: Order of Business. (22 Oct 2003)

Michael Brennan: I, too, express thanks to both Governments for their work on the Northern Ireland issue. Reference has been made to John de Chastelain but he is only operating under the conditions laid down for his position. It is correct and fitting that both Governments should examine ways and means to clarify the issues raised. That would go a long way towards full implementation of the Agreement. I...

Seanad: Order of Business. (7 Oct 2003)

Michael Brennan: I too wish to be associated with the Leader of the House in expressing our sincere thanks and gratitude to the members of the Garda Síochána, especially the two brave, unarmed gardaí who carried out their duties at Goatstown yesterday. The pictures on television from the village of Adare last night brought back sad memories of when two gardaí, Detective Garda Jerry McCabe and his partner,...
