I ask the Leader to explain how the Minister for Health and Children can abdicate responsibility for matters relating to the HSE, while sanctioning the provision of a new hospital in Kenmare. I salute the efforts of Councillor Patrick O'Connor-Scarteen who worked very hard to secure the hospital in question.
