- Joint Oireachtas Committee on Health: HIQA Report 2022: Discussion (4 Oct 2023)
David Cullinane: I welcome Ms Fitzgerald and her team. I thank HIQA first for the work it does and I thank all of its team. It is very important that we have strong regulation because that ensures we have quality and safe care. I hold HIQA in high regard in the context of the work it does, which often receives criticism, but I recognise the value of that regulatory work. My first question is on the...

- Joint Oireachtas Committee on Health: HIQA Report 2022: Discussion (4 Oct 2023)
David Cullinane: Just to follow up on that point, we have regular meetings with the officials from the Department of Health and the HSE who are establishing the regional health areas. The purpose of those areas is to better integrate acute, primary and community care to ensure that we do not have silos and that where we have blockages in communities which have an impact on hospitals, that, hopefully, we will...

- Joint Oireachtas Committee on Health: HIQA Report 2022: Discussion (4 Oct 2023)
David Cullinane: My other questions relate to health technology assessments. They are a really useful part of HIQA's work. We all value those data because they are the gold dust. Clinicians can argue all day long but once the data are put in front of them, that is it, it is the end of the discussion. That is why it is so important. We met the chair of HIQA yesterday in private session. I mentioned that...

- Joint Oireachtas Committee on Health: Spinal Surgery Issues at Children's University Hospital Temple Street: Children's Health Ireland (28 Sep 2023)
David Cullinane: My primary concern is for the families and the children involved in this scandal, as well as many more children and their families who are really concerned. I must put it to Ms Hardiman that this is a dark day for Children's Health Ireland and children's healthcare services. Children and families are going through a lot of hurt and trauma. I counted in Ms Hardiman's opening statement nine...
- Joint Oireachtas Committee on Health: Spinal Surgery Issues at Children's University Hospital Temple Street: Children's Health Ireland (28 Sep 2023)
David Cullinane: I will quote something the Minister said because I have heard what Ms Hardiman has said previously. He stated: I never agreed to their not being published. I do not agree with the position taken by [Children's Health Ireland] ... I do not agree with it; I doubt anybody in the room does. I have heard what Ms Hardiman has said. I need to move on to other questions but am simply saying...
- Joint Oireachtas Committee on Health: Spinal Surgery Issues at Children's University Hospital Temple Street: Children's Health Ireland (28 Sep 2023)

- Joint Oireachtas Committee on Health: Spinal Surgery Issues at Children's University Hospital Temple Street: Children's Health Ireland (28 Sep 2023)
David Cullinane: I see that. I asked my question so that we have absolute clarity, because there is a lot of information now coming into the public domain, from the CHI's perspective. Obviously there will be an external review. I am simply asking Ms Hardiman, regarding the issues she discussed, including the high-risk techniques and use of the metal rods, to confirm she was not involved at any point in any...

David Cullinane: In her opening statement, Ms Hardiman mentioned "metal rods" and "high risk". I am asking her about that issue. Was she involved in any discussions with clinicians and others at any point on that issue? That is the terminology she used.
- Joint Oireachtas Committee on Health: Spinal Surgery Issues at Children's University Hospital Temple Street: Children's Health Ireland (28 Sep 2023)
David Cullinane: Ms Hardiman has not answered my question on whether she was involved in any meeting on those issues, which for me is fundamentally important.
- Joint Oireachtas Committee on Health: Spinal Surgery Issues at Children's University Hospital Temple Street: Children's Health Ireland (28 Sep 2023)
David Cullinane: Ms Hardiman cannot say "No" to me. I have asked her a question on the issues that she raised about the use of metal rods and the high risk nature of them and whether that was also something that she discussed or was part of discussing in formal meetings. Ms Hardiman cannot tell me "No". I have asked her four times and she still has not said, "No, categorically I was not."
- Joint Oireachtas Committee on Health: Spinal Surgery Issues at Children's University Hospital Temple Street: Children's Health Ireland (28 Sep 2023)
David Cullinane: I am not satisfied with those responses at all. I have another email that came from the clinical director of Temple Street Children's Hospital to the consultant who is subject to the Medical Council's complaint. One of the issues that arose very early on was an attempt to paint this whole scandal as being about one consultant or individual. The email sent on 5 August 2022 states: Spines...
