Malcolm Noonan: The Government amendments relating to the transboundary convention have provided what this amendment seeks to achieve, especially using the term "Member State" to replace "Transboundary State". This gives effect to consideration of the UK, which covers the Six Counties, obviously. I ask the Deputy to withdraw this amendment.

Malcolm Noonan: That is a valuable point. The transboundary convention is around that consultation piece with other member states. If it is of use we can certainly look on Report Stage in terms of a specific power to consult, where necessary, Northern Ireland bodies.
