- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Water Environment (Abstractions) Bill 2020: Discussion (20 Oct 2020)
Richard O'Donoghue: I thank the witnesses for their presentation. One of the first things stated today was the importance of Dublin. Dublin may be important as the capital, but Limerick is equally important, especially when one is talking about the Shannon and abstractions from it. My questions relate to the 25 cu. m threshold previously mentioned and the issue raised by Senator Cummins. There are many...
- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Water Environment (Abstractions) Bill 2020: Discussion (20 Oct 2020)
Richard O'Donoghue: The response covered the issues I raised, but I have another question. In the context of a farming community that has a number of its own wells, how can it be recorded whether it is above or below the threshold?
- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Water Environment (Abstractions) Bill 2020: Discussion (20 Oct 2020)
Richard O'Donoghue: On that point, in order to get an accurate picture, it should be noted that many farmers have a well and are part of a scheme. Most of them have dual water sources - they have a well and are on a local authority scheme.
- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Water Environment (Abstractions) Bill 2020: Discussion (20 Oct 2020)
Richard O'Donoghue: I have no problem giving water to Dublin, but what is in it for County Limerick and the other areas from which the water is being extracted? I do not like everything coming to Dublin, which will benefit from water from the Shannon. What is in it for local authorities in Limerick and elsewhere?

Richard O'Donoghue: Those with underlying conditions may wear visors.
- Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (15 Oct 2020)
Richard O'Donoghue: People in Limerick have picketed Debenhams for their rights. The Government should stand up. I have asked it before, and I am asking it again, to stand up and protect the workers. They are not looking for a massive payout; they are just looking for what they are entitled to. KPMG is disgracing the Government. Our Government must stand up and send a clear message to KPMG. Our workers -...
- Ceisteanna ó Cheannairí - Leaders' Questions (15 Oct 2020)
Richard O'Donoghue: On 6 October, a letter went out from the office of the Minister for Finance, Deputy Donohoe, to the community care centre stating that in light of the Supreme Court judgment, his officials had informed him not to restart the services for assessment. That letter was sent by the Minister. I also have copies of letters, dated 9 October, stating that a person with a disability was on the list....
- Ceisteanna ó Cheannairí - Leaders' Questions (15 Oct 2020)
Richard O'Donoghue: What is a primary medical certificate? A primary medical certificate allows a person with a disability to claim back VAT on a vehicle. It also allows for tax relief on the purchase and adoption of vehicles. For the past four years, the Minister for Finance has been embroiled in controversy over the criteria for this scheme. A case was challenged and went to the Supreme Court, and the...
- Financial Resolutions 2020 - Financial Resolution No. 7: General (Resumed) (14 Oct 2020)
Richard O'Donoghue: I acknowledge that the budget gave many people hope of surviving financially during the Covid crisis. However, I do not support the measures it brought in under the green agenda as they hit rural Ireland to the core. Yesterday €3.8 billion was given to health. What will this mean for children with Ehlers-Danlos syndrome, EDS? There are two children in my constituency with...

Richard O'Donoghue: I hate to be proven right.
- Financial Resolutions 2020 - Budget Statement 2021 (13 Oct 2020)
Richard O'Donoghue: There were eight members of the Green Party elected in Dublin and this is a Dublin budget. It is an embarrassment to see the Government and the Cabinet going along with this. It is an absolute disgrace. As my colleagues have said, there is nothing in this budget for rural Ireland. What about the people on the front line who we depended on to get food into the shops? The Minister, Deputy...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Committee Work Programme: Discussion (Resumed) (13 Oct 2020)
Richard O'Donoghue: None of this can happen unless we address the 2040 plan. In terms of planning permission, the way the 2040 plan is designed means that there will be no houses built outside of the city area because of the issue of emissions. Everyone who wants to build a house in the countryside or even in terms of the housing stock has to reflect the likely impact of emissions in their planning...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Committee Work Programme: Discussion (Resumed) (13 Oct 2020)
Richard O'Donoghue: Historically, many houses were designed in terms of streetscapes, such as semicircle with 12 houses. In housing estates people are passing all of the houses. It seems to work a lot better when there are communities. Each pocket works together and people are not passing somebody's house every day. Pockets of houses work better.
