Child Care (Amendment) Bill 2022: Second Stage (28 Apr 2022)

Jennifer Murnane O'Connor: I have spoken to guardians this week and they told me how delighted they are to see this legislation being brought back better in this Dáil term. As previous speakers said, this seems to have been going on for years and it is good that this legislation will soon be passed in this Dáil. I see the changes the Minister has made. I know he made them because he listened to...

Joint Oireachtas Committee on International Surrogacy: Issues relating to International Surrogacy Arrangements and Achieving Parental Recognition: Discussion (28 Apr 2022)

Jennifer Murnane O'Connor: I welcome Mr. Kenny Moore and Mr. Lennon here today. We had met with Mr. Kenny Moore. We have all seen that getting proper legislation and a proper framework for everybody is very important. I have listened to their stories. They are hard because families are affected by this. Having read the stories of Mr. Kenny Moore and Mr. Lennon, I feel we need to get this legislation done as soon...

Joint Oireachtas Committee on International Surrogacy: Issues relating to International Surrogacy Arrangements and Achieving Parental Recognition: Discussion (28 Apr 2022)

Jennifer Murnane O'Connor: I thank the witnesses this morning. We heard from the previous witnesses, particularly Mr. Kenny Moore. He spoke about passports in America and Canada, coming back here, the difference and how we learn. That was a major issue for me. The other issue is the timescale. This is all technical and we are learning from this. My biggest fear, and I have learned this through politics and life,...

Joint Oireachtas Committee on International Surrogacy: Issues relating to International Surrogacy Arrangements and Achieving Parental Recognition: Discussion (28 Apr 2022)

Jennifer Murnane O'Connor: That is something the committee needs to examine. It is very serious, and this legislation is crucial. We all have spoken about a three-month time limit here, but it does not seem possible with all the different Departments and how we can perhaps try to get one source that can lead on it. Then at least we will know and work with that area. I thank Ms Byrne but I have concerns about that.

Joint Oireachtas Committee on International Surrogacy: Issues relating to International Surrogacy Arrangements and Achieving Parental Recognition: Discussion (28 Apr 2022)

Jennifer Murnane O'Connor: Where do the witnesses see their big challenges? In fairness to all the witnesses, in their remits they are experts in their particular fields. Where would they see for us as legislators, who are trying to get this fairness and legislation through, the biggest challenges within the different Departments or even within their own remit? Timing is a big issue for us.

Joint Oireachtas Committee on International Surrogacy: Issues relating to International Surrogacy Arrangements and Achieving Parental Recognition: Discussion (28 Apr 2022)

Jennifer Murnane O'Connor: One thing I have learned from this committee is that communication and how we speak about issues is very important. As one guest said, words matter. I have learned we have to be mindful as legislators that we have proper wording and communication. Communication is the key. How we communicate as legislators, and how the Departments communicate, matters. In that way, people will believe...

Joint Oireachtas Committee on International Surrogacy: Issues relating to International Surrogacy Arrangements and Achieving Parental Recognition: Discussion (28 Apr 2022)

Jennifer Murnane O'Connor: Absolutely and we know everyone is doing a great job, and I have seen it with the witnesses, but the issue is that with this legislation we need a lot more communication with regard to surrogacy and those involved. I hope this will be part of the legislation. Everyone is doing their best and that is not in question. I stand over that when people are dealing with a lot of Departments, a...

Birth Information and Tracing Bill 2022: Report Stage (Resumed) and Final Stage (27 Apr 2022)

Jennifer Murnane O'Connor: I agree with the previous speakers. Based on all our meetings and from listening to Professor Conor O'Mahony, these amendments are very important. They are amendments we had looked for and I welcome them. It is important for people to know that the Minister is going to make provision for a tracing inquiry to be launched. The timeframe is another huge issue that the Minister is addressing....

Birth Information and Tracing Bill 2022: Report and Final Stages (27 Apr 2022)

Jennifer Murnane O'Connor: I agree with the three speakers and with the Minister. This was probably one of the most important issues that we raised on Committee Stage. Again, all information was crucial here. That is the one issue we were all firm on, as the Minister was himself. He has given that commitment, that people who access their information can get all their information or, as the Minister said, if they...

Saincheisteanna Tráthúla - Topical Issue Debate: Ambulance Service (26 Apr 2022)

Jennifer Murnane O'Connor: I thank the Minister of State. The issues I wish to raise are intertwined. I have raised previously the need for a proper ambulance in Carlow with the Minister. While I appreciate having the opportunity to speak to the Minister of State again, the last time I was here I was told Carlow was second on a priority list for a new ambulance base. My understanding is that is true, but that...
