Does the Minister realize that no welfare organisation can afford to pay the current release fees from the pounds? And does he realize that imposing those fees on ALL charity organisations is endangering the horses and all other animals protected under the new legislation?
What does the Minister have to gain by imposing those fees other than the fact that more animals will be killed?
