It is worth recalling that in the 2011 program for government a promise was made to restore the FoI act to its original form and to undo all the FF amendments. This of course includes the abolition of upfront fees which were brought in by inserting Section 47(6A) in 2003.

Therefore the minister is incorrect to say a promise was made just to reverse the main additional exemptions introduced in 2003.
