"I believe that many consumers would wish to be able to distinguish between produce from Israel, produce from Palestinians, and produce from settlements"

I believe that this answer is entirely spurious.

I further believe, that there is no substantive evidence to support the ministers assertions. The vast majority of Irish people do not want to know whether products came form Palestinians from Israel or from settlements. Besides, since when are goods labelled according to ethnicity?

If the minister really believes what he is saying will the minister in order to be consistent adopt the same approach for goods coming from China? Would the minister not want to know whether goods labelled as being made in China were actually Tibetan or manufactured in Tibet.

This is just a typical anti Israeli attitude which unfortunately is doing a lot of damage to the reputation of Ireland abroad especially in the United States of America.
