"I cannot pre-empt when the legislation will be available because the work is ongoing" Don't pre-empt it Mary! Tell us roughly when it will be ready or show us a draft that we can discuss ahead of time. This is really important stuff and the government has to start involving people transparently in these decisions. In the National Interest.
