The cost to whom? The state or HEIs?
If the the 'student contribution' is reduced by 100 euro what would be cost to the state (don't care about this department or that one) to maintain identical funding to HEIs?
The answer appears the quote the cost to the state. With the cost to the HEIs about double that.
