I understand this bill now comes before Committee tomorrow, Tuesday April 11, 2017 at 2:30pm.

While I'm not yet familiar with its contents or whether it will be strong enough to ensure prosecutions, I am sadly with elder abuse.

All systems failed my mom. And HSE Elder Abuse stats should not be considered authentic, as they are utterly flawed.

I am Mari Maxwell eldest daughter of Dolores Maxwell who died a victim of elder abuse on Nov. 28, 2010.

Firstly, many thanks to previous efforts of Clare Daly, Mick Wallace, Ming Flanagan and others. Also a huge thanks to Mattie McGrath who enabled a meeting with HSE senior staff and myself and my hubby in 2016 regarding its failures in my mom's case.

HSE now hopes to learn from its mistakes. On Feb. 28, 2017, I received a letter from Head of Service for Social Care in CH05. HSE is now 'conducting a learning analysis review of the case.'

There were systemic failures in my mom's case among them HSE Elder Abuse, Wexford Community Services, Gardai, GP, Beauchamps Solicitors along with its managing partner John White and solicitor Joseph Bowe who are defrauding me in my mom's estate, Ombudsman, GSOC, Law Society, Solicitors Disciplinary Tribunal and AIB, Bank of Ireland and Ulster Bank who all failed both my parents. None should be left off the list for mandatory reporting and hopefully prosecution.

The bottom line remains:

Dolores Maxwell died under horribly suspicious circumstances following a year of forced isolation via phone, mobile and visits. While monitoring her case, HSE Elder Abuse/Wexford Community Services missed a broken shoulder and two hospitalisations.

Why did HSE Elder Abuse not raise the alarm after her youngest son called her home care person to advise services would not be needed for the week ahead as our mom was sitting in his car with him, enroute to Bray for the week?

FACT: Dolores Maxwell was unrowsable in CCU in Wexford General - no explanation on how she got there, why she was underweight, why she was confused. All while in youngest son's sole care!

HSE not only received a report of elder abuse from myself, but also its own Public Health Nurses! Yet the final sign off from HSE Senior Elder Abuse Caseworker Carsten Kohl was ' confirmed non abuse.' 37 people corroborated Dolores Maxwell, and her husband [my dad] Cecil Maxwell were under severe duress.

I write this to urge you all to ensure this bill is tight enough to ensure prosecutions.

However, like most things government/systemwise, I don't hold out much hope. But it's a start. Thank you for your attempts to protect our vulnerable.
