Long-term recipients only? Please clarify. What is a 'long-term recipient(s) of social welfare'? Someone who has been in receipt of social welfare payments for 1 week, 1 month, 1 year? Are those those who have claimed social welfare for various reasons over a short period of time exempt from these cuts?
