Tuesday's business shall be:
-Motion to Instruct the Committee on the Environment (Miscellaneous Provisions) Bill 2025 (without debate and any division claimed to be taken immediately)
-Remediation of Dwellings Damaged by the Use of Defective Concrete Blocks (Amendment) Bill 2025 (Second Stage) (to conclude within 3 hours and 34 minutes)
Tuesday's private members' business shall be the Motion re Irish Coast Guard Search and Rescue Services, selected by Sinn Féin.
Wednesday's business shall be:
-Statements on Energy Costs (to adjourn after 2 hours and 15 minutes)
-Statements on the Housing Plan (not to exceed 2 hours and 25 minutes)
-National Training Fund (Amendment) Bill 2025 (Report and Final Stages) (to commence no earlier than 7 p.m. and to conclude within 1 hour)
-Social Welfare and Automatic Enrolment Retirement Savings System (Amendment) Bill 2025 (Report and Final Stages) (to conclude within 2 hours)
-Motion re Proposed approval by Dáil Éireann of the Planning and Development Act 2024 (Modifications) Regulations 2025 (back from Committee) (to conclude within 60 minutes and any division claimed to be taken immediately)
-Motion for a Further Revised Estimate for Public Services 2025 [Vote 29] (back from Committee) (without debate and any division claimed to be taken immediately)
-Motions for Supplementary Estimates for Public Services [Votes 7, 9, 11, 13, 14, 17, 18, 26, 28, 30 to 34, 36 to 38, 40, 42 and 45] (back from Committee) (without debate) (to be moved together and decided by one question; any division claimed to be taken immediately)

-Motion re Proposed approval by Dáil Éireann of the Credit Institutions (Eligible Liabilities Guarantee) (Revocation) Scheme 2025 (without debate and any division claimed to be taken immediately)
-Motion re Referral to Committee of Proposed approval by Dáil Éireann of the Planning and Development (Exempted Development (Act of 2000)) Regulations 2025 (without debate and any division claimed to be taken immediately)
Wednesday's private members' business shall be the Motion re Trans Healthcare, selected by the Labour Party.
Thursday's business shall be the Second Stage of Irish Film Board (Amendment) Bill 2025 [Seanad] (to conclude within 3 hours and 34 minutes).
Thursday evening business shall be the Second Stage of the Just Transition (Worker and Community Environmental Rights) Bill 2021, sponsored by Deputy Jennifer Whitmore.
Proposed Arrangements for this week’s business:
In relation to Tuesday’s business, it is proposed that:
1.the ordinary routine of business as contained in Schedule 3 to Standing Orders shall be modified to the following extent:
(a) the time allocated to Government business shall be extended in accordance with the arrangements for that business and the Dáil may sit later than 10.48 p.m.;2.the proceedings on the Motion to Instruct the Committee on the Environment (Miscellaneous Provisions) Bill 2025 shall be taken without debate and any division claimed thereon shall be taken immediately; and
(b) Leaders’ Questions pursuant to Standing Order 38 shall not be taken;
(c) there shall be no Questions on Policy or Legislation pursuant to Standing Order 36;
(d) Oral Parliamentary Questions to the Taoiseach pursuant to Standing Order 47(1) shall not be taken;
(e) private members’ business may be taken later than 6.12 p.m. and shall in any event be taken on the conclusion of the Second Stage of the Remediation of Dwellings Damaged by the Use of Defective Concrete Blocks (Amendment) Bill 2025;
(f)Parliamentary Questions to a Minister other than the Taoiseach pursuant to Standing Order 47(1) shall not be taken;
(g) the Questions to the Minister for Further and Higher Education, Research, Innovation and Science pursuant to Standing Order 47(1) which were to be taken on Tuesday, shall be taken on Thursday, 11th December, 2025, without any change to the allocation of priority Questions to the Minister and not otherwise affecting the current sequence of Ministers or rota for priority Questions as ordered by the House; and
(h) topical issues pursuant to Standing Order 39 shall not be taken and the Dáil shall adjourn on the conclusion of private members’ business;
3.the proceedings on the Second Stage of the Remediation of Dwellings Damaged by the Use of Defective Concrete Blocks (Amendment) Bill 2025 shall, if not previously concluded, be brought to a conclusion after 3 hours and 34 minutes and the following arrangements shall apply thereto: (a) the arrangements for the first speaking round shall be in accordance with those contained in the table immediately below (to be read across, not down);
(b) on the conclusion of the first speaking round or where speeches conclude before the 3 hours and 24 minutes have elapsed and no other member is offering, a Minister or Minister of State shall be called upon to make a speech in reply which shall not exceed 10 minutes, whereupon proceedings shall be brought to a conclusion; and
(c) members may share time.

In relation to Wednesday's business, it is proposed that:
1.the ordinary routine of business as contained in Schedule 3 to Standing Orders shall be modified to the following extent:
(a) the time allotted for Government Business shall be extended in accordance with the arrangements for that business and the Dáil may sit later than 9.30 p.m.;2.the Statements on Energy Costs shall be interrupted and stand adjourned following the last contributor and the order of speaking and allocation of time shall be as follows:
(b) the SOS pursuant to Standing Order 25(1) shall be taken immediately following Taoiseach’s Oral Parliamentary Questions pursuant to Standing Order 47(1), which shall be taken at the time when the SOS would normally be taken;
(c) in the event the Statements on the Housing Plan conclude before 7 p.m., the sitting shall stand suspended until 7 p.m. when the order of business shall resume with the National Training Fund (Amendment) Bill 2025;
(d) any motions to be taken without debate shall be taken on the conclusion of the Motion re Proposed approval by Dáil Éireann of the Planning and Development Act 2024 (Modification) Regulations 2025; and
(e) the weekly division time shall be taken on the conclusion of proceedings on any motions without debate, and the Dáil shall adjourn on the conclusion of the weekly division time;
(a) the arrangements for the statements shall be in accordance with the arrangements contained in the table immediately below (to be read across, not down); and
(b) members may share time;

3.the Statements on the Housing Plan shall not exceed 2 hours and 25 minutes and the order of speaking and allocation of time shall be as follows:
(a) the arrangements for the statements, not including the Ministerial response, shall be in accordance with the arrangements contained in the table immediately below (to be read across, not down);
(b) following the statements, a Minister or Minister of State shall be called upon to make a statement in reply which shall not exceed 10 minutes; and
(c) members may share time;

4.the proceedings on the Report and Final Stages of the National Training Fund (Amendment) Bill 2025 shall be taken no earlier than 7 p.m. and shall, if not previously concluded, be brought to a conclusion after 60 minutes by one question which shall be put from the Chair, and which shall, in relation to amendments, include only those set down or accepted by the Minister for Further and Higher Education, Research, Innovation and Science;
5.the proceedings on Report and Final Stages of the Social Welfare and Automatic Enrolment Retirement Savings System (Amendment) Bill 2025 shall, if not previously concluded, be brought to a conclusion after 2 hours by one question which shall be put from the Chair, and which shall, in relation to amendments, include only those set down or accepted by the Minister for Social Protection;
6.the proceedings on the Motion re Proposed approval by Dáil Éireann of the Planning and Development Act 2024 (Modifications) Regulations 2025 shall, if not previously concluded, be brought to a conclusion after 60 minutes and the following arrangements shall apply thereto:
(a) the order of speaking and allocation of time shall be as follows:-7.the proceedings on the Motion for a Further Revised Estimate for Public Services 2025 [Vote 29] shall be taken without debate and any division claimed thereon shall be taken immediately;
‒opening speech by a Minister or Minister of State – 10 minutes;
‒speeches by representatives of Sinn Féin, the Labour Party, Social Democrats, Independent and Parties Technical Group, and Independent Technical Group – 7.5 minutes per party or group;
‒speeches by Other Members – 7.5 minutes in total; and
‒a speech in response by the Minister – 5 minutes;
(b) members may share time; and
(c) any division claimed thereon shall be taken immediately;
8.the following arrangements shall apply to the Motions for Supplementary Estimates for Public Services [Votes 7, 9, 11, 13, 14, 17, 18, 26, 28, 30-34, 36-38, 40, 42 and 45]:
(a) the motions shall be moved together and decided by one question;9.the proceedings on the Motion re Proposed approval by Dáil Éireann of the Credit Institutions (Financial Support) (Revocation) Scheme 2025 shall be taken without debate and any division claimed thereon shall be taken immediately;
(b) the proceedings thereon shall be taken without debate; and
(c) any division claimed thereon shall be taken immediately;
10.the proceedings on the Motion re Proposed approval by Dáil Éireann of the Credit Institutions (Eligible Liabilities Guarantee) (Revocation) Scheme 2025 shall be taken without debate and any division claimed thereon shall be taken immediately; and
11.the proceedings on the Motion re Referral to Committee of Proposed approval by Dáil Éireann of the Planning and Development (Exempted Development (Act of 2000)) Regulations 2025 shall be taken without debate and any division claimed thereon shall be taken immediately.
In relation to Thursday's business, it is proposed that:
1.the ordinary routine of business as contained in Schedule 3 to Standing Orders shall be modified to the extent that topical issues may be taken earlier than 7.24 p.m. and shall in any event be taken on conclusion of the Second Stage of the Irish Film Board (Amendment) Bill 2025 [Seanad], for not more than 120 minutes and more than five topical issues may be taken, with consequential effect on the commencement time for Second Stage of the Just Transition (Worker and Community Environmental Rights) Bill 2021 and on the time for the adjournment of the Dáil; and
2.the proceedings on the Second Stage of the Irish Film Board (Amendment) Bill 2025 [Seanad] shall, if not previously concluded, be brought to a conclusion after 3 hours and 34 minutes and the following arrangements shall apply thereto:
(a) the arrangements for the first speaking round shall be in accordance with those contained in the table immediately below (to be read across, not down);
(b) on the conclusion of the first speaking round or where speeches conclude before the 3 hours and 24 minutes have elapsed and no other member is offering, a Minister or Minister of State shall be called upon to make a speech in reply which shall not exceed 10 minutes, whereupon proceedings shall be brought to a conclusion; and
(c) members may share time.
