Ní féidir tús a chur leis an seisiún gan na hAirí agus na Teachtaí Dála. We cannot begin without the Ministers. The Minister of State for the first issue is here but we cannot proceed. For the second Topical Issue, the Deputies are here but the Minister is not; similarly with the third.
