I welcome the debate and thank the Business Committee for acceding to it. Some of us have spent weeks of our lives on this issue over the years as members of both the line committee and the Committee of Public Accounts, forensically examining this and going through the process, which was flawed. Indeed, the Green Party was on this side of the House at the time. One bidder remained at the end of the process but we could not even figure out on the eve of the signing of the contract what the entitles of that bidder were. We got commitments that the contract would be published but it has not been published in full. There was only one bidder, so I cannot see why there would be any commercial issues. Will the Minister of State publish the contract in full? We need to be able to evaluate it for ourselves.
