What is happening here is the Government has decided to draw a line in the sand in terms of Ministers and taoisigh being forced to come in here, answer questions and be responded to in a free-flowing format. That format has presented problems for the Government. It has clearly created situations of embarrassment and pressure for the Government and for particular Ministers. The Government has decided this is the issue in respect of which to draw a line in the sand and establish a norm whereby Ministers are no longer accountable in that fashion.
