I had not realised amendment No. 3 to amendment No. 4 was out of order. That means there is no mention whatsoever of the voluntary buy-out scheme and the points we were making that this would address some deficits in that scheme. Is it not the case that without Deputy Troy's amendment No. 3, that does not apply? I would like a further explanation. It looks like a gaping hole.
