-----motions and Bills which the Government is not in favour of come before this House and are passed. The Government makes it clear that it does not support those instruments, but the will of the House prevails. That is exactly as it should be. That does not mean that the Government should fall or that it has done anything wrong. It simply means that the democratic wishes of the Dáil prevail. Nobody could quarrel with that. It is a dimension of democracy that some people find very difficult to understand. That very thing is happening in this Bill, which has been negotiated through the House.
