I move amendment No. 9:

In page 10, between lines 3 and 4, to insert the following:"(b) When an order is made under subsection (1)(a) which involves the spending of public monies, the order must be made with the consent of the Minister for Public Expenditure and Reform.

(c) When an order is made under subsection (1)(a) which involves the raising of public monies, the order must be made with the consent of the Minister for Finance.".
