Under circular 12/2010, Mr. Quinn would have had to advise the Minister, Deputy Harris, if he felt that serious matters were not being addressed by the board, and communicated through the Minister's Department. However, Mr. Quinn felt that the matters being dealt with were being communicated. The various minutes of the board and the governance meetings bare that out. Therefore, he discharged his responsibilities under the circular.
