In fairness, Deputy Howlin was in Cabinet and understands about finance and the fact that the money was not there in the past to deal with this. If it had been there, I have no doubt that Deputy Howlin would have found the money and got it spent as quickly as he could. When it was there in the budgets at the end of 2014 and into 2015 and 2016, it was committed and put in behind housing.
