Since then, the British Government has dismissed out of hand a document, published by the European Commission, which tried to translate that into a legal text. We then had a draft withdrawal agreement and huge swathes of it, particularly those relating to Irish issues, have not been agreed. Now, we have a leaked memorandum which says that the European Commission has concerns.
