To ask the Minister for Agriculture, Food and the Marine when he plans to sign a new statutory instrument that will bring into force a penalty points system for fishing offences and that will establish a points determination panel; if recourse to the courts will apply for fishermen and women with fishing penalty points; and if he will make a statement on the matter.
