I share the Deputy's sentiments but I repeat the effect of this amendment probably quite inadvertently because of the way it is drafted would be to reduce the maximum fine in place from €2,000 to €160. I have no problem with the proposal to increase the number of the penalty points. That would probably be a good idea. The effect of this amendment in reducing the maximum fine from €2,000 to €160 would send the wrong signal. It is technical in terms of what a fine is and what a fixed charge is and there may be confusion between the two. That is the only reason I want to oppose it. It would reduce the penalties for driving while using a mobile phone. That is the problem.
