It is a focused targeted strategy to deal with the question of predictability and certainty for tenancies but also to give the opportunity for accommodation to continue to be rented. New houses and buildings are exempt as are fully refurbished existing tenancies. Areas can come into the RPZ or drop out of it depending on the assessment in terms of rent inflation over that period.
