The O'Higgins report is one in a series of reports. It is important because it brings into context many of the allegations made by the whistleblowers. We are seeing some of the individuals and failings being played out. It cannot be said often enough that the selective leaking, particularly in managing the perception of what is in the report, has been outrageous.
