I do not doubt the seriousness of all of the issues the Deputy raises, but the proposal before us concerns constitutional business and precedent dictates that constitutional business must take precedence over everything else. Therefore, I am afraid that we cannot take the direction the Deputy is suggesting. Neither should he nor I pre-empt what the House will decide to do in the possible nomination of a Taoiseach.
