I am trying to be as fair as possible to everybody, including Deputy Ryan. He is speaking after Deputies Alan Kelly and Brid Smith. I want to make it very clear that there is an opportunity for everybody in the House who has indicated to me that they wish to contribute to give three minutes of their time. If I can have the agreement of the House, we can proceed in what I think is the fairest way of dealing with the issue.
