That is how it sounds to me. If you would not mind, a Cheann Comhairle, and we all appreciate that this cannot go on all night, where Members wish to propose amendments, I think it is for you to facilitate that process, not to knock people back on the first day of the 32nd Dáil that apparently was so committed to Dáil reform.
