We all agree with the Minister about the transfer to the local authorities. I still do not fully understand how this transfer takes place when it comes to the company. Will the CEO, even if he becomes an assistant manager, remain independent within the local authority? I assume that is what we are talking about but I have not got a good grasp of how that will work with the input of the councillors who I assume will ask community groups, residents and businesses to give their input. The council will have its own staff, apart from the councillors. I do hope it is for the better.

I am also conscious that there could be pending court actions. How will that impact on this transfer? Does that leave the council in any way liable?
