Assisted Decision-Making (Capacity) Bill 2013: Report Stage

This is a welcome initiative by the Minister of State and appears to address one of the key concerns we had and in respect of which I resubmitted amendments. While I think the Minister of State has addressed the concerns, I will reflect on the wording and intent of the amendments notwithstanding that I will be mindful to withdraw them when we come to them later. There are some concerns and, in fairness to her, the Minister of State continues to engage with a number of NGOs around them. I will revisit those later as we go through the amendments. I appreciate that the Minister of State has submitted a substantial number of amendments on Committee and Report Stages and is clearly engaging with the concerns people have. That said, concerns remain. The Bill will also go through the Seanad and I ask that the Minister of State considers again in the Seanad whatever emerges on Report Stage here. I welcome the Minister of State's assessment this morning and will have a look at it as I engage with the process this morning.
