The extension is the new piece and as the Minister noted, it was introduced as a result of a consultants' report in which they examined the operation of the scheme. However, the Minister has told Members the scheme has not yet been in operation. This new scheme only received EU approval as a result of last year's budget. This measure was included in last year's budget, the Minister stated it now is being commenced and according to the note in the Minister's statement, the scheme is being commenced today.
