The Minister of State has made our point for us because, as I said in the introduction, the reality is that we are subject to legally binding targets and the EU and the European Commission have stated very clearly that we will not be anywhere near reaching those targets, not only that, but that we have no way of identifying how we are going to achieve those targets. The purpose of the amendment is to set down the detail of how to set annual targets in order that we can address the clear current deficit. It would complement our existing obligations rather than make them irrelevant.
