Before I call the Minister, I wish to make a few remarks about the debate on the motion before the House. In debating the motion, the function of the House is to focus on the transactions, activities and management decisions which are proposed to be investigated in the commission's terms of reference. However, Members should not prejudge the outcome of the commission's work or make allegations of wrongdoing against any individual. I call the Minister for Finance.
