Guardianship is given in many different places such as the courts and via the statutory declaration process. A number of issues remain to be considered and a significant amount of work needs to be done in the future but I am not dealing with it in this legislation. This is a first step in ensuring the registrar is in a position to witness the statutory declaration and ensure that parents avail of it at the earliest possible opportunity.
