In summary, it makes sense not to transfer the Housing Finance Agency loans from local authorities to Irish Water for a number of reasons. First, Irish Water's cost base will be reduced and it will not be required to take on other local authority loans in respect of the €450 million in loans for water infrastructure. These loans originated within the Housing Finance Agency and, to answer Deputy Stephen S. Donnelly, are already counted as part of the Government's debt. Local authorities will not-----
