Water Services Bill 2014: Committee Stage (Resumed)

We have just had a very clear indication from the Minister that he cannot count. If he had given us the numbers we have been seeking for two years, there would be no need for any of this. We have not had an answer from him regarding the level of non-compliance that is being built into the figures that were set out. The Minister suggested that he accepts there were 1.64 million households in 2011. He is now saying that he expects some level of non-compliance. I gave my view that it would be 22% of the overall figure, but not all of those households are customers of Irish Water. It appears that the Minister expects, at least in terms of private accommodation, a non-compliance rate of more than 30%, not including second homes, investment properties and so on. If the Minister cannot give these basic answers, then we should have a vote, in accordance with the motion that has been put forward and which is in order.
