With respect, the Minister or at least the Minister of State in the Department of Health should be here. With all respect to the Minister of State at the Department of the Environment, Community and Local Government, Deputy Paudie Coffey, whom I hold in good regard, this is critical legislation which I am not addressing to the Minister of State with responsibility for housing. I wish to address the Minister with responsibility for health or, in his absence, the Minister of State with responsibility at that Department. It is a nonsense to proceed in any other situation.
