Topical Issue Matters

I wish to advise the House of the following matters in respect of which notice has been given under Standing Order 27A and the name of the Member in each case: (1) Deputy Michael Healy-Rae - the staffing levels in Kerry General Hospital; (2) Deputy Frank Feighan - the need to tackle the decline of small and medium rural towns, particularly in the west of Ireland; (3) Deputy Derek Nolan - the eligibility criteria for students seeking to be deemed as independent in relation to the SUSI maintenance grant application; (4) Deputy Anthony Lawlor - if the Minister thinks it is fair that an individual who is in receipt of a social welfare payment cannot pay their local property tax in full through deduction at source due to the enforcement of the supplementary welfare allowance personal rate of €186 per week even if they are willing to do so, to explain in detail why the deduction at source will only take into consideration the individual's personal rate of payment only, and not also their supplementary payments such as living alone allowance and whether she thinks it is fair that the only solution for such individuals is to pay a service provider at a per transaction cost; (5) Deputy Dara Calleary - the concerns of hill farmers who have been issued with restrictive qualifying criteria for the GLAS scheme; (6) Deputy Finian McGrath - the proposed fuel pipeline to link Dublin Port and Dublin Airport; (7) Deputy Jim Daly - to request the Minister for Health to direct his urgent attention towards doubling the capacity at Our Lady's Children's Hospital in Crumlin to facilitate up to 120 patients be treated there for spinal deformity each year; (8) Deputy Brendan Griffin - the need to allow geographically isolated small schools to appeal the loss of mainstream teaching posts on grounds of geographic isolation and the lack of an amalgamation option; (9) Deputy Éamon Ó Cuív - the urgent need for the Minister for Social Protection to review the operation of the rent supplement scheme and in particular to review the rent supplement cap limits in view of the rising rents being paid in the market and the difficulty people are experiencing renting property under the rental guidelines in place at present; (10) Deputy Michael McCarthy - the decision not to renew the national broadband scheme, which could potentially lead to higher monthly bills for 45,000 rural broadband customers; (11) Deputy Michael McNamara - the beef prices crisis; (12) Deputy Brian Stanley - the retention of funding for 24 hour emergency departments to retain the current number of beds, including at Portlaoise hospital; (13) Deputy Niall Collins - the need for the Minister for Justice and Equality to discuss the operation of the penalty points system; (14) Deputy Michael P. Kitt - the proposal to build prefabricated dwellings on derelict sites in Dublin; (15) Deputy John Deasy - the efforts to address the issue of undocumented Irish immigrants in the United States; (16) Deputy John O'Mahony - the measures in place to deal with petrol stretching; (17) Deputy Seán Kyne - the need for the Minister with responsibility for the OPW to clarify why the Claregalway drainage scheme did not proceed as expected in summer 2014 and to commence the scheme as soon as possible; (18) Deputy Robert Troy - the need for the Minister for Health to direct the HSE to put in place an early access programme for patients with hepatitis C to new direct acting antiviral, DAA, drugs which provide effective curative therapies for patients; (19) Deputy Lucinda Creighton - the need for the Minister of Education and Skills to detail what measures she intends putting place to ensure parental choice for secondary schools is preserved and quality of education prioritised in secondary schools faced with current funding crises; (20) Deputy Thomas Pringle - the need to provide a Garda car for Carrick Garda station, County Donegal; (21) Deputy Ruth Coppinger - the case of the migrant rape victim known as Miss Y; (22) Deputy Terence Flanagan - the need for Irish Water to ensure that water meters are fully accessible to those with disabilities; (23) Deputy Colm Keaveney - the need for the HSE to review its recruitment practices with regard to counselling psychologists; (24) Deputy Dessie Ellis - to discuss measures to tackle homelessness including recent suggestions of the use of prefabricated housing; (25) Deputy Ciara Conway - the urgent need to current funding available to the Child and Family Agency; (26) Deputy Clare Daly - to discuss the need to change our abortion legislation in light of the Miss Y case; (27) Deputy Mick Wallace - to discuss the pressing need to revisit abortion legislation following the case of the young asylum seeker rape victim, Miss Y; (28) Deputy Billy Kelleher - the need for the Minister for Health to make a statement on the concerns being expressed about patient safety by management and staff at hospitals nationwide; (29) Deputy Richard Boyd Barrett - NAMA's mandate and its role in delivering social housing; (30) Deputy Peadar Tóibín - the exploitation of construction workers employed on the new Kishoge Community College building project funded by public moneys through the Department of Education and Skills; (31) Deputy Alan Shatter - the Garda Síochána Ombudsman Commission's investigation into an alleged leak of confidential information; and (32) Deputy Caoimhghín Ó Caoláin - the need to protect and promote the domestic and international reputation of the Irish beef sector.

The matters raised by Deputies Dara Calleary, Caoimhghín Ó Caoláin, Derek Nolan and Alan Shatter have been selected for discussion.
