Protected Disclosures Bill 2013: Report Stage (Resumed) and Final Stage

I move amendment No. 47:

In page 29, line 6, after "Court" to insert "following approval by both Houses of the Oireachtas".
This is an amendment to Schedule 3. We are getting close to the end. The first line of the Schedule reads: "The Taoiseach shall appoint as the Disclosures Recipient a person who is a judge or retired judge of the High Court." This person will report to the Taoiseach. As to my amendment, I do not know whether I made this exact point on Committee Stage, but the Houses approve the appointment of the Ombudsman and Information Commissioner and many other positions of senior standing. In the case of the disclosures recipient, my amendment would provide the national Parliament's approval, not just the Government's. This would be better for no other reason than the fact that, when there was a confidential recipient in the Department of Justice and Equality, no one so much as knocked on the Department's front door because no one there knew who or what the confidential recipient was. I am afraid that the same will happen-----
