Standing Orders: Motion

I move:

That, notwithstanding anything in Standing Orders and with effect from 28th January, 2014, the following amendments be made to the Standing Orders of Dáil Éireann relative to Public Business until further notice in the 31st Dáil:(a) Spokespersons and ordinary oral Questions

In Standing Order 38, in paragraph (1)(ii), the substitution of 'a single relevant spokesperson of a group in Opposition' for 'a member nominated by a group in Opposition';

(b) Spokespersons and priority Questions

In Standing Order 39—
(a) in paragraph (1)(i), the substitution of 'a relevant spokesperson of a group' for 'a member nominated by a group'; and

(b) in paragraph (1)(v), the substitution of 'A relevant spokesperson of a group' for 'A member nominated by a group';
And

(c) Initiation of identical or substantially similar Bills

In Standing Order 124—
(a) in paragraph (1), the insertion of ', subject to paragraph (3A)' after 'Order Paper';

(b) in paragraph (2), the insertion of ', subject to paragraph (3A)' after 'leave to introduce a Bill';

(c) in paragraph (3), the insertion of ', subject to paragraph (3A)' after 'shall be made'; and

(d) the insertion of the following paragraph after paragraph (3):
'(3A) Where a Bill has already been printed, or the Dáil has given leave to introduce it, a private member may not present, or move for leave to introduce, a Bill, the content of which, in the opinion of the Ceann Comhairle, is identical or substantially similar to the first-mentioned Bill. Where the Ceann Comhairle is examining Bills for compliance with Standing Orders, and finds that two or more Bills are identical or substantially similar, the member sponsoring the Bill first received by the Ceann Comhairle shall be the member permitted to present or move for leave to introduce it.'."
