The proposal is a motion to instruct the committee. It is a last minute amendment and it not just a simple technical amendment as it is an amendment from the Minister, Deputy Howlin, to the Public Service Management (Recruitment and Appointments) (Amendment) Bill 2013. He brings in a whole new area of legislation at the very last minute. Any new provisions on sick leave and the public service require full scrutiny and proper consideration so an hour's discussion as an afterthought is not the way to do the business. I believe this is the Minister's way of trying to avoid full scrutiny of this very important issue.
