In the period 1977 to 1979, the Lynch, Colley, O'Malley and O'Donoghue quartet ruled the roost in so far as the preparation and implementation of the budget was concerned. That was long before the economic management council was ever heard of and it was a time when those to whom I refer had their own cabal which dealt with matters in the context of how politics was delivered. I recall this because I was a Member of the House at the time.
