The National Council for Special Education, whose job it is to examine the way in which those resources are allocated, has come forward with a policy proposal. It is the first time in 20 years that the way in which the resource is allocated has been examined. It has come forward with a policy advice as to the way the resource is used. Among that, for example, is the idea of team teaching and better use of the resource. The Minister for Education and Skills has established a group to examine the allocation of the resource so the money that is available and the number of resource teachers, special needs assistants and special teachers available are deployed to meet the needs of those who need them most.
