-----I can only surmise from the conditionality that the Taoiseach is building into his responses, echoed by Deputy Stagg, that in fact there is a change of heart afoot within Government. If that is the case, it is very much to be welcomed but it would be great if the Taoiseach could say that out loud here today in the Dáil.
