To ask the Minister for Communications, Energy and Natural Resources if he will consider developing a national plan for wind energy development that will provide for investment in projects by a hierarchy of investors to include land owners, local community, citizens, national capital and international capital to ensure that as many citizens as possible may participate in renewable energy for the benefit of the whole of society; and if he will make a statement on the matter.
