The longer we delay, the greater will be the challenge. My Bill was published last May. I had hoped the Minister would have produced a Bill by now and while he and I agree on some issues, it will be extremely disappointing if his legislation does not contain targets. Leadership is needed on this issue and I hope the Minister's Bill will include targets when it is published, hopefully next week.
