Electoral (Amendment) (Dáil Constituencies) Bill 2012: Second Stage (Resumed)

I welcome the fact, which was obvious before the boundary commission produced its report, that the constituencies in the south east would not be greatly affected by any changes because they are already at the upper population limits. I was interested to hear Deputy McGrath state his constituency has 146,000 registered voters, which makes it by far the biggest in the country. I thought there would be 146,000 people, seeing as the Constitution refers to population and not registered voters.
