I agree that the needs of people with disabilities must be adequately provided for. It is the view and priority of the Minister for Health and the Minister of State with responsibility for people with disabilities, Deputy Kathleen Lynch, that this should be done. One of the ways in which this is done is to ensure planning is done. This was not the case in the past but it is now being done. It is possible to plan ahead to anticipate what will be the educational and training needs of a person with disability at the different stages at which they need to access services. This is the approach being taken by the Minister of State, Deputy Kathleen Lynch, who is ensuring a plan is in place and is being worked on ahead, rather than being operated on a year-to-year basis. By doing this, we provide certainty for people with disabilities and their families that their needs will be addressed.
